They don't like people being in over their waists but it goes deeper than that and the lifeguards aren't watching the dog area. Also would be willing to drive to the mountains if there's a more "natural" spot. That being said, our dogs had a blast.

Fishing is often good, and fisherman are present pretty much any time open water present. In later summer months, the water level retreats significantly, making the beach a bit less attractive, but still fun for the dogs!

Union is a lovely city park, with shady trees, a nice beach (for Colorado :o). The city will reopen the Union Reservoir dog beach and expand the swim beach capacity starting Monday. Inside the park you walk down a narrow gravel path and there are a lot of shade trees. It's true that the fence around is not the highest quality but it kept my little ones in, and plus hopefully like my dogs, your dogs are too busy playing in the water to even be up around the fence.
